DESCRIPTION: The permit applicant dwelling before the erection of the privacy screen on the right hand side and the overlooking building on the left hand side. Note the narrowness of the street and the proximity of the two buildings to one another. Also note that the permit applicant building is recessed back on each level, whilst the overlooking building is largely a flat wall. This was argued by the permit applicant as a flaw in the planning authority's argument as the planning authority had stated in it's notice of refusal that the relatively small privacy screen would itself would constitute a featureless wall.
